The Tautua Human Development for All Program prioritizes five interconnected pillars of human development: Education, Health, Gender Equality, Disability, and Social Inclusion (GEDSI), and Social Protection. Guided by the Government of Samoa, Tautua provides the opportunity to create transformative change in human development by addressing complex development needs through multi-sectoral, innovative approaches that identify and focus on the underlying issues. Simultaneously, Tautua intends to be able to respond to emergency, short-term needs, build capacity, and through research, monitoring, and evaluation, apply lessons learned and evidence-based decision-making to continuously improve delivery. 

Scope of Services

The Performance, Quality, and Learning Manager will support the Team Leader and Technical Leads to ensure program processes are managed effectively, efficiently, and within quality standards, to deliver results in alignment with program objectives.   S/he will have overall responsibility for ensuring the program team are accountable for delivering on Monitoring, Evaluation, and Learning objectives and reporting deliverables.  S/he will provide high-level guidance and support to ensure quality management of agreements, contracts, and delivery support processes.

Qualifications/Experience/Competencies

  • Relevant post graduate qualifications, or undergraduate qualification in management and / or evaluation plus 10+ years of program management experience.
  • Successful track record in delivery and management of complex, adaptive development programs.
  • Proven ability to deliver results in a timely manner, using participatory and inclusive approaches.
  • Experience / familiarity with DFAT policy, quality, and reporting requirements.
  • Highly developed program management skills and a demonstrated ability to provide technical advice and oversight and support program implementation.
  • Financial acumen and the ability to manage a large budget and interpret and analyse financial reports.
  • Strong understanding of Monitoring, Evaluation and Learning, how to use MEL information and the ability to communicate complex ideas to different audiences.
