For most of the last 5 years the OEC staff took all the necessary work to get these people to register for the general elections.
The staff went out to the villages and even copied the measles strategy of urging families to hang white pieces of cloth outside their homes to indicate there are people there to be registered.
The deadline for registration finally came around last Friday and the threat of $2,000 fine brought out this unfortunate scene here.
