Monitoring, Evaluation, and Learning (MEL) Officer
Duration: 6-Months Part-Time (2.5 days a per week)

About Tautua
The Tautua Human Development for All Program prioritizes five interconnected pillars of human development: Education, Health, Gender Equality, Disability, and Social Inclusion (GEDSI), and Social Protection. Guided by the Government of Samoa, Tautua provides an opportunity to create transformative change in human development by addressing complex development needs through multi-sectoral, innovative approaches that identify and focus on the underlying issues. Simultaneously, Tautua intends to be able to respond to emergency, and short-term needs, build capacity, and through research, monitoring, and evaluation apply lessons learned and evidence-based decision-making to continuously improve delivery.
Scope of Services
This role will provide back-up support for and will report to the Tautua Program Team Leader, and MEL Adviser, to ensure quality data collection, analysis, and reporting for the Program. The role oversees the monitoring, evaluation, and reporting of program performance and results for Tautua-led activities and assists in facilitating learning using those results. The role requires regular program data analysis and identifying areas for additional support. The MEL Officer will work closely with the MEL Advisor and other team members to identify how results will be used for program improvement through programmatic adaptation.
Qualifications and Experience
- Tertiary degree in social sciences, development or other analytics field plus 5 years of experience (mandatory)
- Must have experience in quantitatively analyzing MEL data and synthesizing findings for programmatic use (mandatory)
- Proficiency with Microsoft Excel (required) and at least one other statistical package such as: R, SAS, STATA, or SPSS (preferred)

- Comfort working with large amounts of data at the same time.
- Adept at utilizing data and other information for learning and adapting program activities for continual improvement.
