Government of Samoa Financing Facility Guidelines

1. Purpose

The purpose of this Government facility is to provide financing assistance to local businesses to prepare for the upcoming CHOGM in October 2024.The overall objective is to assist local businesses with their operation to be well prepare to offer their service for during CHOGM. The Government through the Development Bank of Samoa (DBS) is launching a call for application/proposal which is open to local businesses that meet the eligibility criteria. The financing facility of $3 million tala will be available to provide financing assistance by way of a loan valued at SAT100, 000 to 30 businesses that meet the eligibility criteria.

2. Eligibility

The financing facility is open to local businesses that their services is relevant and will be use during CHOGM.

The applicant must meet the following criteria.

(i)  Open to local businesses with relevant services that can be utilize during CHOGM.

(ii)  A registered business with the Ministry of Revenue and Customs

(iii)  Business is a legal entity fully owned by Samoan nationals;

(iv)  Business has satisfactory credit history;

(v)  Evidence that business is offering relevant service for CHOGM.

(vi)  Evidence of business contribution cash or inkind;

(vii)  Refinancing is not permitted;

(viii)  Other requirements as applied to normal lending policy of the DBS.

3. Supported activities
   •  Purchase of assets to improve business operation
      Repairs and maintenance
      Other as approved by the DBS
      Details of how funds are to be utilised to be provided

4 Submission of application

Eligible businesses are required to submit the financing application using the official forms and required documents that will be made available at the following locations.

For Upolu, application forms may be uplifted from the DBS Main office, Level 2 DBS Building Savalalo or request via email.
